Safety & Harmful Content Policy

Last updated:

This Safety & Harmful Content Policy ("Policy") explains how GreenApps Private Limited ("GreenApps", "we", "us", "our"), a company incorporated in Singapore with its registered office at 20 Collyer Quay #09-01, Singapore 049319, keeps the Dona platform ("Dona") safe. Dona is an online marketplace and live-video shopping service for Uzbekistan, available at https://dona.uz and through our iOS and Android apps (application id im.dona.app).

This Policy applies to everyone who uses Dona — Buyers, Sellers, live hosts and viewers — and to all content on the platform, including live video, chat, reactions, reviews, profiles and product media. It works together with our Community Guidelines and Acceptable Use Policy, which set out the behaviour we expect, and with our Terms & Conditions.

We publish this Policy for transparency so you know what is not allowed, how we moderate and enforce, and how to report unsafe content. It is written to be clear and does not override or limit your mandatory rights under the laws of the Republic of Uzbekistan, including consumer-protection and personal-data law, which continue to apply to users in Uzbekistan and prevail over anything inconsistent here. This Policy is effective from the date shown above.

1. Scope of this Policy

This Policy covers all content and behaviour on Dona, in every place a user can create, share or see content, including:

  • Live video broadcast by Sellers and any co-hosts, including audio, on-screen visuals and product demonstrations;
  • Chat and reactions posted by viewers during live streams and in any messaging feature;
  • Reviews, ratings and comments left on products, Sellers or orders;
  • Profiles — display names, usernames, avatars, bios and shop information;
  • Product media and listings — titles, descriptions, photos, videos and other material Sellers upload.

Dona is an intermediary marketplace. Independent third-party Sellers create listings and broadcast; users create chat, reviews and other user-generated content ("UGC"). We are generally not the author of this content and not the seller of the goods, but we set and enforce the safety standards in this Policy across all of it. Product-level rules on what may be sold are set out in our Prohibited & Restricted Items Policy.

2. Our safety principles

We want Dona to be a place where people can shop, sell and interact with confidence. Our approach rests on a few principles:

  • Real-time responsibility — live video is public and immediate, so hosts are accountable for what happens on their stream, including the conduct of guests they invite on screen.
  • Protection of the vulnerable — we give special attention to the safety of minors and to people at risk of harm.
  • Proportionate enforcement — we match our response to the seriousness of the violation, while acting decisively against the most serious harms.
  • Legal compliance — we cooperate with the competent authorities of the Republic of Uzbekistan and report unlawful content where the law requires.
  • Transparency and fairness — we tell users what is not allowed, act on reports, and offer a way to appeal.

3. Prohibited content and behaviour

The following is not allowed anywhere on Dona — in live video, chat, reviews, profiles, product media or any other content. This list gives examples and is not exhaustive; we may act against anything that is unsafe, unlawful or seriously harmful even if it is not listed by name.

Violence and threats

  • Threats of violence against any person, or content that incites, encourages or glorifies violence, terrorism or violent extremism;
  • Instructions for making weapons, explosives or other tools intended to seriously harm people;
  • Graphic or gratuitous depictions of violence or cruelty intended to shock or promote harm.

Hate speech and discrimination

  • Attacks, slurs, dehumanising statements or calls for exclusion targeting people because of ethnicity, national origin, race, religion, gender, disability, sexual orientation or other protected characteristics;
  • Promotion of hateful ideologies or organisations.

Harassment and bullying

  • Targeted insults, intimidation, stalking or repeated unwanted contact;
  • Coordinated harassment or encouraging others to harass someone;
  • Sharing content designed to shame, degrade or threaten a specific person.

Sexual and adult content, nudity

  • Pornography, sexually explicit content, or nudity intended for sexual gratification;
  • Sexual solicitation, or use of live streams or chat to arrange or advertise sexual services;
  • Non-consensual intimate imagery, or threats to share such imagery.

Child sexual abuse material — zero tolerance

  • Any content that sexualises, exploits or endangers a minor is strictly prohibited and treated with zero tolerance. We remove it immediately, permanently ban those responsible, preserve relevant evidence and report to the competent law-enforcement authorities. There is no appeal for confirmed material of this kind.

Self-harm and suicide

  • Content that promotes, encourages or gives instructions for suicide, self-harm or eating disorders. Where we can, we respond with care and may point people to support resources; content that glorifies or encourages self-harm is removed.

Dangerous and illegal activities

  • Promotion or facilitation of illegal drugs, precursors, or the abuse of substances;
  • Instructions or encouragement to commit crimes or dangerous acts likely to cause serious injury;
  • Human trafficking, exploitation, or any content facilitating serious crime.

Sale of prohibited or restricted items

  • Offering, promoting or demonstrating goods that are prohibited or restricted, including weapons, drugs and precursors, restricted alcohol and tobacco, medicines, counterfeit goods and other items covered by our Prohibited & Restricted Items Policy and by Uzbek law.

Misinformation, scams and fraud

  • Fraud, deceptive schemes, fake giveaways, phishing or attempts to trick users into paying off-platform or revealing sensitive information;
  • False or misleading claims about products (for example unproven health or safety claims), or manipulated media used to deceive;
  • Harmful misinformation that could endanger health or public safety.

Exposure of personal data (doxxing)

  • Publishing or threatening to publish another person's private information — home address, phone number, identity documents, financial details or similar — without their consent.

Impersonation

  • Pretending to be another person, brand, business or Dona itself, or using another's identity, name or logo to deceive.

4. Special protection of minors

We take particular care to protect children and young people on Dona.

  • Users must meet the minimum age required by applicable law to use Dona; accounts we believe belong to under-age users may be removed.
  • Any sexualisation, exploitation or endangerment of a minor is prohibited with zero tolerance and is reported to the competent authorities, as described above.
  • Content that puts minors at risk — including grooming behaviour, or exposing minors to age-inappropriate material — is removed and may lead to a permanent ban and a report to law enforcement.
  • Sellers must not target minors with age-restricted products, and must comply with the rules in our Prohibited & Restricted Items Policy.

If you believe a minor is in danger, report it immediately in the app or to hello@dona.uz with the subject "Child safety", and where there is an immediate risk to life or safety, also contact local emergency services and the competent authorities.

5. How we moderate

We use a combination of methods to keep Dona safe, applied both before and after content is shown:

  • Proactive measures — automated systems and, where appropriate, human review help detect and limit harmful content, including during live streams; certain categories of goods and content may be checked before they go live.
  • Reactive measures — we act on reports from users and on signals from our systems.
  • Human and automated review — automated tools operate at scale, while trained reviewers handle context-sensitive cases and appeals. Automated decisions that significantly affect a user can be reviewed by a person on request.

Because live video is immediate, moderation of a live stream may happen in real time, including interrupting or ending a broadcast. No system is perfect; we prioritise the most serious harms and rely on reports to help us find what our systems miss. Our handling of personal data during moderation is described in our Privacy Policy.

6. Enforcement actions

When content or behaviour breaks this Policy, we may take one or more of the following actions, depending on the seriousness, the context and any history of violations:

  • Warning or guidance to the user;
  • Removal or hiding of content, including reviews, chat messages, product media or listings;
  • Terminating or interrupting a live stream, and limiting a Seller's ability to go live;
  • Feature limits — for example restricting chat, live streaming, selling or other features;
  • Suspension of an account, temporarily or pending review;
  • Permanent ban of an account and, where appropriate, related accounts;
  • Withholding payouts or reversing transactions in line with our Payments & Refunds Policy and the Seller Agreement where a violation involves fraud or unlawful sales;
  • Reporting to law-enforcement or other competent authorities, and preserving evidence, where the law requires or where there is a risk to safety.

The most serious violations — such as child sexual abuse material, credible threats of violence, or serious criminal activity — may result in immediate removal, a permanent ban and a report to the authorities without prior warning. These actions are without prejudice to any other remedies available to us under the Terms & Conditions or applicable law.

7. How to report unsafe content

If you see content or behaviour that breaks this Policy, please tell us. The faster we know, the faster we can act.

  • In the app — use the report or flag option available on live streams, chat messages, reviews, profiles and product listings, and select the reason that best fits.
  • By email — write to hello@dona.uz with a clear subject line (for example "Safety report", "Child safety" or "Harassment"). Where you can, include a link, the username or stream involved, and the date and time, so we can find the content.

Please do not share illegal content with us when reporting; a description and link are enough. We aim to review reports promptly and give priority to reports involving risk to a person's safety. You can also raise a complaint through the contact channels below.

8. Emergency situations

This Policy and our reporting channels are not an emergency service.

If someone is in immediate danger, or you become aware of an imminent threat to life or safety, contact your local emergency services and the competent authorities of the Republic of Uzbekistan first. Then, if it is safe to do so, report the content to us in the app or at hello@dona.uz with "URGENT" in the subject line, so we can act on our platform and cooperate with the authorities.

Where required by law or where there is a serious risk of harm, we will report unlawful content and cooperate with law-enforcement and other competent authorities.

9. Appeals

If we remove your content, end your stream, limit a feature or take action against your account, we will, where appropriate, let you know the general reason.

If you believe we made a mistake, you can appeal by writing to hello@dona.uz with the subject "Appeal", explaining why you think the decision was wrong and giving any relevant details. A person can review the case, including decisions made with the help of automated tools. We will consider appeals in good faith and let you know the outcome.

Please note that some decisions — in particular those involving child sexual abuse material or serious unlawful content — are final and cannot be appealed. Appeals do not limit your rights under the mandatory laws of the Republic of Uzbekistan.

10. Interaction with Uzbek law and authorities

Dona operates as an electronic marketplace for users in Uzbekistan, and this Policy is applied consistently with the laws of the Republic of Uzbekistan, including the Law "On Electronic Commerce", the Law "On Protection of Consumers' Rights", the Law "On Personal Data" and applicable advertising, competition and other laws.

While our Terms & Conditions may state Singapore governing law for the contractual relationship with GreenApps, the mandatory consumer-protection and personal-data provisions of the Republic of Uzbekistan apply to users in Uzbekistan and prevail over anything inconsistent in our documents. Nothing in this Policy limits your right to approach the competent Uzbek courts or the consumer-protection and other competent authorities.

We cooperate with law-enforcement and regulatory authorities in accordance with the law, including responding to lawful requests and reporting unlawful content where required. Our handling of personal data is described in our Privacy Policy and Cookie Policy.

11. Related policies

This Policy should be read together with our other rules, which cover related topics in more detail:

12. Changes to this Policy

We may update this Policy from time to time — for example to reflect new features, new types of harm, or changes in the law. When we make a material change, we will update the date shown above and, where appropriate, notify users through the app, on https://dona.uz or by other reasonable means.

Your continued use of Dona after a change takes effect means you accept the updated Policy. If you do not agree with a change, you should stop using the platform. We encourage you to review this Policy from time to time.
